Founded by James F. Murphy, a recognized leader in Smart City innovation, and joined by Helen Rutledge, Director of Public Strategy & Cultural Affairs, P3PC is built on decades of collective experience in civic infrastructure, communication strategy, and community engagement.

Meet The Founder

James F. Murphy

Co-Founder & CEO


A pioneering advocate for smart infrastructure, James has spent more than 20 years bringing together government, private industry, and community voices to tackle some of America’s most pressing urban challenges.
His legacy includes:

  • Designed, launched & managed the largest U.S. bike share program

  • Leading integration of interconnected bus shelters and wayfinding stations through advertising.

  • Gratefully served many times as UN Volunteer for multiple agendas relating to the Sustainable Development Goals through the Pvblic Foundation

  • Represented Project Rebirth as Board Member and volunteer for the interactive experience at the 9/11 Museum in NYC.

  • Supporting global water equity as a board member of Veterans Without Orders

Our mission is simple: to strengthen our communities by facilitating responsible and effective Public-Private Partnerships (P3s). We recognize and deeply respect the strong leadership already in place, those who diligently serve our people, protect our cherished places, and uphold our unique culture. We aim to build upon that solid foundation, never to overshadow it.

South Carolina is experiencing remarkable growth, and with that growth comes the need for modern infrastructure. We see the big projects happening across the state, and we applaud the vision and effort behind them. However, we also know that it’s often the smaller, local projects that truly impact our daily lives. These are the local economy sustainability, the local transportation options, the local business district, and the community spaces that make our towns and cities thrive.
