A Legacy of Civic Innovation
P3 Palmetto Collaborative (P3PC) was founded by James F. Murphy, a national leader in smart city infrastructure and sustainable development. From launching one of the largest bike share programs in the U.S. to advising on global public-private frameworks at the UN, Murphy brings decades of experience to the South.
In 2025, James partnered with Helen Rutledge, a seasoned communications strategist and design entrepreneur, to expand this mission in Charleston—and beyond.
Together, they’re building smarter, more connected cities through civic engagement, data-driven tools, and authentic public-private collaboration.
